Walter Meyerle, who has an extensive criminal record is believed to have had repeated sexual contact with the girl at his Morrisville, PA home and other locations over the last year.
The 34-year-old had a studio in his home and told the girl during their year-long that he would give her the tattoo in exchange for sex acts.
Cops arrested him after the girls mother and aunt, who the girl met him through tipped them off after noticing the girl had a tattoo in her pelvic area.
Bucks County District Attorney David Heckler said that they don't usually publicize child sex cases, but in this case they want to get the word out about Meyerle.
He said: "We have reason to believe that Mr. Meyerle may have many more victims in the lower Bucks area or even well beyond that."
Police have set his bail at $1 million.
